Binary contrib package for WinCE

Here are a set of contrib package to allow you to compile VLC for windows 
without wasting a couple of hours in compile time.

Extract it at the root (tar xjf contrib-......tar.bz2  -C /) and then follow 
the instuctions in INSTALL.wince.
